NG-CARES Institutional Arrangement (Federal)
Federal CARES Steering Committee (FCSC)
Federal CARES Steering Committee (FCSC) provides overall policy direction to the Programme. Liaise with the National Assembly for adequate allocation of resources, review project performance annually and provide feedback to the Government. The FCSC is made up of key decision-makers from relevant MDAs and chaired by the Honourable Minister of StateBudget, and National Planning (FMFBNP), and include representatives of Honourable Minister of States and Permanent Secretaries from Federal Ministry of Women Affairs, Federal Ministry of Agriculture and Rural Development; Federal Ministry of Industry Trade and Investment; Federal Ministry of Labour and Employment; Federal Ministry of Environment; Federal Ministry of Humanitarian Affairs, Disaster Management, and Social Development; Federal Ministry of Education; Federal Ministry of Water Resources and Permanent Secretaries of Budget and National Planning/Finance of FMFBNP and the Nigeria Governors Forum (NGF) Secretariat as further detailed in the PIM.
Federal CARES Technical Committee (FCTC)
Federal CARES Technical Committee (FCTC) is responsible for the Programme oversight, overall technical guidance, coordination, strategic direction, and review and approval of the annual work Programme and budget of the FCSU. This committee is chaired by the Director of Economic Growth Department, Federal Ministry of Budget and National Planning. Other members are Directors drawn from the Federal Ministry of Women Affairs; Federal Ministry of Humanitarian Affairs, Disaster Management and Social Development, Federal Ministry of Agriculture and Rural Development; Federal Ministry of Water Resources; Federal Ministry of Labour and Employment; Federal Ministry of Environment; Federal Ministry of Education and Federal Ministry of Water Resources; IERD; National Bureau of Statistics, NGF Secretariat.
Federal CARES Support Unit (FCSU)
Federal CARES Support Unit (FCSU) is responsible for Programme management, day-to-day Programme support at the federal level, and supporting the States on technical and capacity issues, financial management and M&E. The Nigeria Governors Forum Secretariat shall drive the peer learning and experience sharing component of the NG-CARES Programme. This support will ensure documentation of best practices across specific Results Areas to enable replication across other States.
